European leaders give boost to renewables

In a last minute addition to the European Council's conclusions1, European Heads of State and Governments underlined the need for a supportive EU framework for advancing renewable energies. At a European Council Meeting on March 20-21, the European leaders said that the new framework should aim to further improve coherence between greenhouse gas emissions reduction, energy efficiency and the use of renewables, and ensure security of energy supply for households and businesses at affordable and competitive prices.

However, on the subject of imposing binding renewable targets for Member States, which many renewable energy stakeholders have been calling for, the EU leaders said that the new framework should provide flexibility for the Member States as to how they deliver their commitments. This would allow Member States to reflect national circumstances and respect their freedom to determine their energy mix.

Despite delaying on an agreement, European Council President Herman Van Rompuy said at a press conference that the Council would have a deal on the climate and energy framework by no later than October 2014. This breathing space was welcomed by some commentators.

Ahead of the European Council discussion of the 2030 climate and energy framework proposals, European renewable energy associations issued a joint call to EU leaders to fully grasp the long-term benefits of an ambitious nationally binding EU renewable energy target.

“An ambitious 2030 climate and energy framework based on a binding national renewable EU energy target is not only justified from a macro-economic viewpoint, but it is also crucial for businesses and investors. Both Europe’s economy and its citizens would greatly benefit from a strong commitment of EU leaders towards the energy transition,” the associations said in a statement.
